Amendment 0007 is to reflect the following:

1. Clarification regarding formal communication with the government. IAW Section 6 of the RFP, paragraph 2.0, Amendment 0006, SF30, Item 14, statement 1 refers to the formal communication with the government. Sections 6 and 7 of the RFP, provide instructions for offerors regarding proposal submissions.

2. Response due date remains unchanged.

Amendment 0006 is to reflect the following:

1. Due date is hereby extended to from "November 14, 2019, 1300hrs EST to "November 15, 2019 at 1300hrs EST". Request all emails and proposal submissions be
emailed directly to chaweewan.mclaughlin.2@us.af.mil and tara.holloway@us.af.mil.

2. Due to fiscal year rollover the Solicitation No. is changed from "FA489019RA020" to read "FA4890-20-R-0004"(A revised SF1449 is attached to reflect new solicitation no.). All future FBO postings in reference to Solicitation No. FA4890-20-R-0004 will continue to be posted under Solicitation No. FA4890-19-R-A020. However, all future correspondence regarding this solicitation shall include thenew Solicitation No. FA4890-20-R-0004.

3. Replace SF1449 with the Revised SF1449 (attached).

4. Replace Section 6 with the Revised Section 6 (attached).

5. Replace Section 7 with the Revised Section 7 (attached).

This notice replaces all previous notices for Request for Proposal (RFP): FA4890-19-R-A020. Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award one contract as a resultof this RFP for the 552 Air Combat Wing E-3 Contract Aircrew Training (CAT) andCourseware Debvelopment (CWD) and 752 OSS Control and Reporting Center (CRC) support at Tinker Air Force Base (AFB) OK requirement. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a corresponding small business size standard of $30.0M. The RFP closing date is 12Nov 2019, 1:00 pm, EST. The Government expects to make award on or about 1 Apr 2020 based on availability of funds. Notice to Offerors: Funds are not presentlyavailable for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancelsthis solicitation, the Government has no obligation to reimburse an offeror forany costs.

The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform this effort (except as identified in the PWS).

Offerors must be registered in the Online Representations and CertificationsApplication (ORCA) site found at http://orcabpn.gov/ and the System for Award Management (SAM) www.sam.gov under the applicable NAICS code.

The contractor shall provide E-3 Aircrew Training in accordance (IAW) with ACC approved syllabi and to the proficiency level in accordance with (IAW) ACC/A3approved Training Task Lists (TTLs) at Tinker AFB, OK. This PWS provides the technical and program management requirements for the full spectrum of United States Air Force (USAF) directed E-3 training efforts to include Diminishing Manufacturing Sources (DMS) Replacement of Avionics for Global Operations and Navigation (DRAGON) Flight Deck Training. These efforts include Contract Instructor Academic Instruction, Aircrew Training Device (ATD) Instruction, Flight Instruction, Courseware Development, Aircrew ATD event scheduling, and support functions. In addition, it will include exercise director, simulator operator support, and scenario development for the E-3 Airborne Warning and Control System (AWACS) and insupport of the 752 Operational Support Squadron (OSS) Control and Reporting Center (CRC).

The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation and attachments will be posted separately for this annoucement. It is the offeror's responsibility to monitor the Internet for the release of the Final Solicitation and closing date. It is also the offeror's responsibility to carefully review all documents posted with the final RFP for any updates or changes since the release of the draft documents. A pre-proposal conference is plannedto be held at Tinker AFB, OK - the date is TBD. Offerors desiring to attend theconference will be required to pre-register. Registration information shall include the company name, phone number, name of each individual attending to include, social security number and security clearance level. This information is for security purposes and access to the base/facilities. Please limit number of attendees to no more than (3) three individuals per company. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov and must fall underthe small business size standard of $30M to be eligible for this solicitation. Interested parties are cautioned to ensure the information listed in SAM is current and correct.
