The agency's minimum needs can only be satisfied by the unique supplies available from limited sources whom possess and demonstrated the unique capabilitiesrequired. The Government does not have adequate data, lacks rights to data, or both needed to purchase this part from additional sources. As a result, the Government intends to award on a sole source basis under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2), only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.
All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that possess the ability and can produce the required item(s) described are encouraged to identify themselves and seek sourceapproval in order to compete for future solicitations.
A SAR package allows a potential source of supply the opportunity to comprise a package with adequate data to sufficiently evaluate a manufacturing facilityin their attempt of becoming an approved source of supply for a DLA managed product. If there is an open solicitation for a national stock number for which you want to submit a SAR, submit it directly to the buyer noted on the solicitation.
If you are submitting a SAR for a NSN with no open solicitation, please send it to DLA Aviation, Attn: DLA AVN-DU (SAR Program Manager), 8000 Jefferson Davis Highway, Richmond, VA 23297-5100.
SARs may or may not be processed and/or reviewed if it is determined that the SAR is not cost effective. The review process can take over 180 days from the date the SAR is received by DLA Aviation. All responsible sources may submit a proposal which shall be considered by the agency. Proposals must be submitted no later than the close of business listed as the closing response date. All proposals received after the closing date listed shall be considered "late" and shall not be considered for award.
