The authority for this award is FAR 13.106-1(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The United States Railroad Retirement Board, Bureau of Information Technology manages the Information Technology needs across a broad array of RRB's key day-to-day programs. The RRB has a requirement for renewal of IBM Mainframe Support Services. The RRB intends to issue anorder to IBM, 1177 S Belt Line Rd, Coppell, TX 75019-4642, to provide support to the RRB's IBM Mainframe until it is de-commissioned in summer of 2020. IBM is the only known authorized vendor that can maintain the RRB's IBM mainframe untilit is de-commissioned. The NAICS Code for this requirement is 541519.THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2.This notice of intent is not a request for competitive proposals. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is at the sole discretion of the government. All interested parties must express their interest and capabilities in writing via e-mail to George Keesee at george.keesee@rrb.gov, withinseven (7) calendar days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All RRB contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to IBM against their GSA FSS Contract number GS-35F-110DA.
