VA San Diego Healthcare System will conduct a pre-solicitation site survey for Guest Wifi services throughout the medical center. The intent of the site survey is to familiarize potential vendors with the facility and requirements, as well as to gain knowledge of options and potential solutions to fulfill the requirements.Background: The US Department of Veterans Affairs (VA) is seeking to provide Internet access to Veterans and their guests during their visit or stay at VA SanDiego Healthcare System (VASDHCS). In addition, we are seeking the provision ofInternet access for Contractors, visitors, and other guests of our facilities. The proposed Internet access should provide similar levels of service and accessto those found in hotels, restaurants, and coffee shops. The network is not subject to the same security policies and restrictions required by Government and regular VA networks.Internet access for public buildings has become the normal standard of practice. It has been essential in the transitioning of soldiers returning from combat in the current Iraq/Afghanistan conflicts. Injuries from these conflicts have resulted in a generation of Veterans requiring a new set of needs, including long periods of treatment and rehabilitation during which they are relatively isolatedin the care environment. Internet access has been seen as a vital part in dealing with those needs because it provides a way for these patients to remain in contact with family, friends, and comrades in their old units. It also provides a means for managing their finances and researching employment and/or educational opportunities online. Today s new Veterans tend to be more computer savvy and have greater expectations for readily available internet connectivity such as theyhave grown accustomed to at home or on active duty. The current system is dated with obsolete components. Requirements. The Contractor shall deliver the hardware, software and servicesnecessary to provide public wireless guest internet access that meets the following requirements:a. Public wireless access points or cradle points supporting wireless protocolsof 802.11 b, 802.11 g, and 802.11 n. The Contractor may re-use existing equipment in the existing areas as outlined above, but all existing equipment must eventually be replaced.b. New equipment shall not require cloud controller functionality or rely on cloud for control of the system.c. Contractor may use VA provided already installed fiber interconnect between MDF and each IDF (MM 62.5) ST connections.d. Avoid/prevent potential interference with medical center s wireless access. If there is conflict for wireless spectrum or physical space, the needs of the VA shall take precedence over guest access.e. Provide 20 Mb of internet and connect to wireless network for guest WiFi.f. Provide ability for content filtering for internet access to include but notlimited to gambling, pornography, and soliciting, vending, debt collection.g. Monitor and report on the typical usage of access points.h. Provide functionality for captive portal functionality for agreement with user agreement and no password required.i. Adhere to the facility s Infection Control Policy, to include: set and remove infection control containment unit with sticky mats and approved process by Infection Control Department at each of the AP installation locations during installation and penetration of the ceiling to contain any dust / debris.j. Contractor shall provide a firewall to separate Contractor installed wireless network to internet service.k. Provide up to twenty (20) computer workstations capable of accessing the guest wireless network. The computer workstations will be located as directed by the facility. The workstations shall be loaded with Microsoft Windows 10, and be configured for content blockers. The Contractor shall maintain these computer workstations with up to date updates and patches as requested.l. VA to provide existing fiber connections between the main distribution frame(MDF) to the existing intermediary distribution frames (IDF) across the building and floors.The Government anticipates releasing the solicitation in Q2 of FY 2020. Actualdates and times for key milestones will be identified in the solicitation when it is posted to http://www.fbo.gov.Event Details: The site survey will begin at 11am PST Friday November 22, 2019 in room 4003 of the VA San Diego Medical Center, 3350 la Jolla Village Drive, San Diego, CA 92161. Interested vendors should email tiffany.wang@va.gov to indicate their intent to participate in the site survey, and number of personnel inparticipating.Note: This notice is being issued for planning and information purposes only. It does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to the notice, or participation in this event (to include attendees travel costs), nor will the Government accept proposals as a result of this notice.
