Description THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI) TO INVITE INDUSTRY AND OTHER POTENTIAL VENDORS INCLUDING BUT NOT LIMITED TO ACADEMIA, SMALL BUSINESSES, LARGE BUSINESSES, AND NON-PROFIT ORGANIZATIONS TO PROVIDE A WHITE PAPER IN RESPONSE TO THE SUBJECT TOPIC. 1.1. The Defense Human Resources Activity (DHRA) and its component activity, Defense Civilian Personnel Advisory Service (DCPAS), seeks information from industry, academia, and other organization to explore existing and emerging processes related to the Federal Wage System (FWS). 1.2. The FWS is a uniform pay-setting system that covers Federal Appropriated Fund andNonappropriated fund blue-collar employees who are paid by the hour. The FWS was established to ensure Federal trade, craft, and laboring employees within a local area who perform the same duties receive rates of pay comparable to prevailing rates in the private sector. Specifically, there are four basic principles: 1.2.1. There will be equal pay for equal work; 1.2.2. There will be relative differences in pay within a local area where there are differences in duties, responsibilities, and qualifications; 1.2.3. Levels of rates of pay will be maintainedin line with prevailing rates in the local area; 1.2.4. Levels of rates of pay will be maintained so as to attract and retained qualified employees. 1.3. As such, FWS subject matter experts are seeking sources to provide white papers and demonstrate scalable and cost effective solutions to support the efficient and agile development FWS pay schedules for the Federal blue-collar workforce. 1.4. THIS IS A RFI ONLY. This RFI is issued solely for market research information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not committhe Government to contract for any supply or service whatsoever. Further, DCPASis not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information oradministrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 1.5.
