1. Background. This requirement is for the repair of ELDERBERRY's #1 Ship Service Diesel Generator (#1 SSDG), Brand - Kato Engineering - Brushless Synchronous AC Generator Serial # - 95600-04 Catalog - 6P2-0463 Model # - A244050001 EXC Arm "C" # - 12184-10 EXC FLD "C" # - 12001-10. The #1 SSDG has suffered a failure of the exciter and is currently Non-Operational.
2. Scope. The scope of this work is on the USCGC ELDERBERRY and consists of removing the #1 SSDG generator rotor from the ship for cleaning, testing, and rewinding. Clean stator, reassemble, align with prime mover, and operational testing.
3. Objective. The objective of this requirement is to conduct cleaningof generator and overhaul generator rotor.
4. Tasks. The contractor shall provide engineering services to repair #1 SSDG to include but not limited to:
4.1. Remove interferences
4.2. Disassemble generator from prime mover
4.3. Remove generator shaft from generator assembly
4.4. Remove generator rotor from ship and transport to facility for cleaning, repair, and test.
4.5. Steam clean and dry generator windings
4.6. Perform Polarization Index test
4.7. Balance Generator Shaft with Permanent Magnet Generator rotor, Exciter rotor and associated hardware/component
4.8. Renew generator bearing in accordance with manufacturer specification
4.9. Reassemble and align generator in accordance with manufacturer specification.
4.10. Submit CFR for further repairs/parts needed.
4.11. Test generator in accordance with manufacturer specification.
TECHNICAL SERVICES FOR #2 SHIP'S SERVICE DIESEL GENERATOR
ON USCGC ELDERBERRY

2. Scope. The scope of this work is on the USCGC ELDERBERRY and consists of cleaning, and conducting tests #2 SSDG to establish a baseline.
3. Objective. The objective of this requirement is to conduct cleaningand tests to establish a baseline for #2 SSDG.
4. Tasks. The contractor shall provide engineering services to repair #1 SSDG to include but not limited to:
4.1. Remove interferences
4.2. Steamclean and dry generator windings
4.3. Perform Polarization Index test
4.4. Submit CFR for further repairs/parts needed.
4.5. Test generator in accordance with manufacturer specification.
5. Delivery:
5.1. Contractor shall perform balance of generator in presence of USCG inspector
5.2. Contractor shall perform Polarization Index test in presence of USCG inspector and provide test report within 24 hours
5.3. Contractor shall provide final report within 2 days of contract period of performance.
6. Government furnished property. There is no Government furnished property (GFP) anticipated; however, the Government may in the course of this repair require GFP. If GFP is required, it will be incorporated via contract modification.
7. Security Requirement. Base access is required. Vendor shall have a valid driver's license and show identification. A CG representative from the cutter will sponsor and escort vendor to the cutter.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08520QP4530500 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions andclauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. The Small Business Size Standard is 1250. This is atotal small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5.
**For purposes of evaluation and award, Past Performance is considered to be more important than Price.
