THIS IS A PRESOLICITATION NOTICE ONLY FOR 2020-2022 HOMER AND NINILCHIK HARBOR DREDGING, HOMER AND NINILCHIK, ALASKA. OFFEROR PROPOSALS WILLNOT BE ACCEPTED FOR THIS NOTICE.
This solicitation will be a Small Business Set-Aside procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESSONLY and will be available for download on or about 13 November 2019. Any future amendments to the solicitation will also be available for download from the FedBizOpps website.
This project is contingent on availability of funds. If the project is cancelled, all bid/proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM(https://www.sam.gov/) in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerors to begin this process when they prepare their bid/proposal inorder to ensure registration is in place should they be selected for award.
DESCRIPTION OF WORK:
Perform dredging, placement of dredged materials using the designated placement sites, and pre- and post-dredge surveys at Homer Harbor and the US Coast Guard berth in Homer, Alaska as well as Ninilchik Harbor in Ninilchik, Alaska for the base and options (if awarded). The Contractor is to furnish all labor, equipment, supplies, materials, supervision, and other items and services necessary to accomplish the work. The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. The type of contract shall be firm-fixed price. Construction wage rates (formerly Davis-Bacon Act wage rates) shall apply. The total estimated magnitude of construction for base and option items is between $1,000,000 and $5,000,000.
The North American Industrial Classification System (NAICS) code will be 237990, which has a size standard of $30 million. The estimated award date of this contract is January 2020.
The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable. Therefore, the successful firm shall have the capability to acquire such
bonding.
