The purpose of this project is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Missouri. Jefferson Barracks National Cemetery is in St. Louis, MO. This project will develop about 13 acres of land transferred by the adjacent medical center to provide approximately 15,673 gravesites, including both casket and cremation sites. The project will include approximately 14,206 pre-placed crypts and 1,467 in-ground cremains in three phases. Phase 5a will provide approximately 924 pre-placed crypts on approximately 1 acre of land and will be designated for early turn over (ETO), Phase 5b will provide approximately 5,324 burial sites consisting of 4,632 pre-placed crypts and 692 in-ground cremains on 5 acres of land. Phase 5c will consist of approximately 9,425 grave sites consisting of 8,650 pre-placed crypts and 775 in-ground cremains on 7 acres of land. The project will also add a restroom facility, extended roadways, utilities, lighting, signage, landscaping, GPS/GIS and irrigation in support of the expansion area.
The approximate project duration will be 150 calendar days for Phase 5a (ETO), 365 calendar days for Phase 5b and 420 calendar days for Phase 5c from the Notice to Proceed.
The estimated magnitude for this project is between $10,000,000 and $20,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $39.5 Million.
CFM is considering conducting this acquisition as a best value with tradeoffsin accordance with FAR Part 15, Contracting by Negotiation.

Offerors may submit proposals with or without a Project Labor Agreement (PLA.) The PLA shall fully conform to the FAR Subpart 22.5 Project Labor Agreement for Federal Construction Projects and submitted in compliance with FAR 52.222-33 andFAR 25.222-34. No additional points or weight will be assigned to proposals submitted with a PLA in consideration of a proposal for award.
