Carvajal, Contract Specialist, Phone 2134523240, Email lucia.a.carvajal@usace.army.milThe basic scope for the ATCT includes but is not limited to a 160' tower with: drilled shaft foundations, floor slabs, buckling-restrained brace frames, fire protection and detection, emergency power, Furniture Fixtures & Equipment (FF&E) for office spaces, FAA control cab with Slat-Wall Consoles, elevator, access control systems, HVAC, plumbing, parking lots, access driveways, fencing, and other supporting building systems and exterior infrastructure. The existing 93' ATCT will also be demolished at the end of construction after commissioning of the new tower. The construction of the ATCT will meet the latest code criterion including United Facility Criteria (UFC), ASCE 7, and other professional standards.


Estimated Magnitude of Construction is $10,000,000 - $25,000,000.00.

Period of Performance is 730 calendar days from contractor acknowledgement of Notice to Proceed.

The acquisition will be conducted under a competitively negotiated source selection process. The acquisition strategy is Best Value "Tradeoff" This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Both a technical proposal and a price proposal will be required. Non-cost factors (evaluation factors) mayconsist of the following: Construction Experience; Past Performance on projectssimilar in nature; Project Management Plan; Small Business Participation Plan. The aforementioned evaluation factors may not be all inclusive.

The solicitation will be available on or about October 9, 2019 Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Request for Proposals will be posted on www.fbo.gov.

Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,500,000.00. If the offeror is a large business, the firm will be required to submit a sub-contracting plan as part of its proposal package.

It is the responsibility of the contractor to check www.fbo.gov frequently for any amendments or changes to the solicitation.
