Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing Replacement of Hot Water Heater for the New Jersey VA Healthcare System East Orange Campus. The North American Industry Classification Systems (NAICS) is 238220. Responses to this noticemust be submitting in writing email and must be received not later than November 13, 2018 at 10:00AM. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities,DUNS number and address, point of contact and social-economic.The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUBZone, 8(a), small business or large business), relative to NAICS 238220. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
STATEMENT OF WORKEMERGENCY REPLACEMENT OF BUILDING 15 HOT WATER HEATERNEW JERSEY VA HEALTHCARE SYSTEM
Scope of Work: The contractor shall furnish all labor and materials to providecomplete scope of work for Bldg. 15 Hot Water Heater in accordance with VA specifications for the VA NJ Health Care System, East Orange Campus.
The scope of work shall include but not be limited to the following main items:Supply and install Fisonic Max Domestic hot water heating system (FM20GPM) 40 to 140 F.Removal of the existing failed heat exchanger, piping, pumps and all associatedsystem components.Install the new Fisonic system, re-pipe the steam, condensate, hot and cold-water piping.Provide all electric to power the new Fisonic hot water system.Provide all necessary wiring and controls for the Fisonic stand-alone control system.
Immediately after receiving the contract award, the Contractor shall:Provide all necessary Labor, Material and equipment to perform the required work to provide fully functional system.Re-commission the system and prepare for system reactivation.Repair/replace piping insulation and provide ID/ labeling as necessary to replace original ID/Labeling. Contractor must minimize interference of construction activities with flow ofMedical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.Background: We require to replace Building 15 Hot Water Heater that is nonfunctioning. Hot water Heater serves the complex of buildings number 15 through 18.

Performance Period: Contractor to start immediately after contract award estimate completion time is 60 calendar days.
Type of Contract: Firm Fixed Price
Security Requirements: General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.
Risk Control: Contractor shall take all measures for safety & infection controland provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered.
Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
