This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source." The support is currently being provided to the Navy under contract N00178-15-D-1011 by MOOG, Inc., 300 Jamison Road, East Aurora, NY 14052.
Only MOOG has the specialized knowledge and expertise to support this effort. Specifically, MOOG has proprietary data rights on the development and build-upof motor control software and units utilized as part of the existing GWS infrastructure. MOOG does not have any authorized resellers. Utilization of another type of actuator system would render the GWS system inoperable.
The contract will include a one year base period and four one year option periods. The period of performance is anticipated to be for a total length of sixty (60) months. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This noticeis a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.
